Project Title: COVID-19 Emergency Response Health System Preparedness Project (total valued at USD 75 million, project commenced on 24 April 2020 and scheduled for completion on 31 March 2023, with possibility of extension till December 2023)

Project Title: E-Health Project (total valued at USD 18 million, commenced on 02 June 2016 and completed on 30 September 2022)
The Government of Mongolia has received a Loan and Credits from the World Bank Group to finance the above referenced projects.
Ministry of Health now invites eligible individual national consultants to indicate their interest in following Consultancy Services: Monitoring and Evaluation Specialist.

Consultant shall be selected according to “Procurement Regulations for IPF Borrowers”, November 2020 which is provided on the World Bank website under link https://thedocs.worldbank.org/en/doc/178331533065871195-0290022020/original/ProcurementRegulations.pdf .

1. MINIMUM QUALIFICATIONS REQUIREMENTS |
The M&E consultant will have a graduate degree in monitoring and evaluation or health policy or public policy or economics and other relevant disciplines and at least 5 years of experience in conducting M&E under projects funded by international financial institutions or international organizations, preferably, World Bank, Asian Development Bank (ADB), United Nations. The Consultant must have experience of successful development as individual or part of a team of at least 2 Project Completion Reports or Implementation Completion Reports, with one of the reports being for a complex project with value of at least USD 15 million. Quantitative and Qualitative analytical thinking skills are required. Excellent command of the English language is required.
2. EXPECTED DURATION OF THE SERVICES |
The services are expected to commence in January 2023 and complete in August 2023 (This is intermittent, part time assignment. The duration of the services may extend depending on the progress of the ongoing COVID-19 Project, with possibility of extension till December 2023).
3. SCOPE OF SERVICES AND TERMS OF REFERENCE |
The specialist will work with the Integrated Project Implementation Unit (IPIU), the Ministry of Health (MOH), Ministry of Finance, Ministry of Digital Development and Communications, World Bank and other related stakeholders to conduct M&E of project activities and prepare Implementation Completion Report of COVID-19 Emergency Response Health System Preparedness Project, and E-Health Project.
Specifically, the Consultant will:
(1) Project description, background information,
(2) Relevance of Design and Formulation, Project Outputs and Outcomes,
(3) Project Costs,
(4) Project Schedule,
(5) Implementation Arrangements,
(6) Performance of Consultants, Contractors, and Suppliers,
(7) Performance of the Borrower and the Executing Agency,
(8) Performance of World Bank,
(9) Evaluation of performance in terms of achievements of the project’s performance targets (outputs, outcomes, indicators, sustainability, project benefits),
(10) Analysis of problems encountered during project implementation,
(11) Preliminary assessment of the sustainability of project activities,
(12) Lessons learned, best practices, and
(13) Recommendations for the Government, MOH, and World Bank.
NOTE: this is preliminary outline, and would be subject to refinement.
