The Ministry of Health, Mongolia has received a financing from the International Development Association, World Bank toward the cost of the E-Health project, and intends to apply part of the proceeds toward payments under the contract for Development of Health Data Dictionaries.

The Ministry of Health, Mongolia now invites sealed Bids from eligible Bidders for Non-Consulting Services to develop the Health Data Dictionaries (HDD. The objective of the HDD development is to establish HDD organizational and technical model with linking of used taxonomies and to develop, draft and publish the full set of HDDs resulting from the implementation of the National E-Health Standards and Regulations Framework (SRF). HDD should provide semantic interoperability between disparate Electronic Medical Records (EMR), Electronic Health Records (EHR) and other health and health care related information systems. HDD should make different IT systems able to understand the meaning of the data that is shared in Health Information Exchange Platform (HIEP).

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and is open to all Bidders from eligible source countries as defined in the Regulations that meet the following minimum qualification criteria:

At least five years of experience of managing public sector projects, preferably in the health sector specifically;

Demonstrated relevant experience in contracts of similar scale, nature, complexity and cost, at least 1 contract within the last 5 years (2014-2018);

Demonstrated experience in technical documentation and the preparation and/or development and/or implementation and/or adaption of health data dictionary documents;

Knowledge and understanding of organizational and cultural issues pertaining to government agencies in Mongolia will be an advantage;

Previous relevant experience in a contract with the same objectives and scope shall be considered an advantage.

The minimum required annual volume of Services for the successful Bidder for each of the last five years (2014-2018) shall be USD300,000.00 (US Dollars Three hundred thousand only).

The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be USD50,000.00 (US Dollars Fifty thousand only).

The Bidding Document in English may be purchased by interested eligible Bidders by writing to the email specified above with a brief summary introduction of Bidder’s activities and upon payment of a non-refundable fee of USD100.00 (United States Dollars One hundred only) or equivalent in a convertible currency. The payment must be remitted to E-Health Project bank account number 106000035745 (USD) with State Bank. The Bidding Document will be sent by email.

The Bids must be delivered to the address below on or before 1500 hours (Ulaanbaatar time) on 30 July 2019. Electronic Bids shall not be accepted for this Bid. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address stated below on 30 July 2019 at 1500 hours (Ulaanbaatar time).

All Bids must be accompanied by a Bid Security in the amount of USD4,000.00 (United States Dollars Four thousand only).

The attention of potential Bidders is drawn to (i) the fact that they will be required to certify in their Bids that all software either covered by a valid license or was produced by the Bidder, and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
